I think you can see what the controls are pretty easily.

Arrow keys, ASWD or the Left Stick can move you - Vertical is a mere option.

Spacebar or the A button shoots your laser - You will unlock that one eventually.

And i bet that in some universe this game was the best on the market in the 90s of that universe.
